New Saudi Airline Riyadh Air Secures Air Operator Certificate

Riyadh Air, Saudi Arabia’s ambitious new national carrier moves a step closer to its Q3 2025 launch; securing its Air Operator Certificate (AOC) on 7 April.

Riyadh Air, Saudi Arabia’s ambitious new national carrier, has officially received its Air Operator Certificate (AOC) from the General Authority of Civil Aviation (GACA).

The certificate was awarded on Sunday 6 April 2025, after an intensive 11-month process. This achievement marks a significant step toward the airline’s goal of launching commercial flights in the third quarter of 2025.

With this milestone, Riyadh Air is set to play a key role in transforming the Kingdom’s aviation landscape and boosting its economy.

The AOC confirms that Riyadh Air meets Saudi Arabia’s strict aviation regulations, as well as international safety and operational standards.

To earn this certification, the airline underwent a thorough audit of its technical systems, aircraft readiness, and staff qualifications.

Additionally, Riyadh Air completed over 200 hours of test flights, proving its operational capabilities. The airline was presented with the certificate during a ceremony at King Khalid International Airport in Riyadh.

Saudi Minister of Transport and Logistics Saleh Al-Jasser and GACA President Abdulaziz bin Abdullah Al-Duailej attended the event, highlighting its importance.

Riyadh Air Network Plans


Owned by the Public Investment Fund (PIF) and chaired by PIF Governor Yasir Al-Rumayyan, the new national carrier aims to connect over 100 international destinations by 2030.

This aligns with Saudi Arabia’s Vision 2030, which seeks to diversify the economy and position the Kingdom as a global tourism and travel hub.

Riyadh Air CEO Tony Douglas called the AOC a “pivotal moment” for the airline. He noted that Riyadh Air had already begun non-commercial certification flights in September 2024.

The airline has conducted these flights using a leased Boeing 787-9 from Saudia. By doing so, Riyadh Air proactively prepared itself to secure this critical approval.

Moving Ahead


Riyadh Air’s journey to this point has been swift yet meticulous. The airline has focused on building a strong foundation, from hiring skilled personnel to securing modern aircraft.

Once operational, it plans to offer a premium travel experience while contributing billions to the Kingdom’s non-oil GDP. The carrier also aims to create thousands of jobs, further supporting national growth.

For travelers and aviation enthusiasts, the rapid progress is exciting news. The airline promises to bring fresh competition to the region’s skies, with its first flights just months away.
