ICAO has revealed its ambitious 2026-2050 Strategic Plan, marking a pivotal moment for global aviation. This comprehensive roadmap aims to create a safer, more secure, and sustainable aviation system worldwide.
The plan focuses on boosting connectivity, driving innovation, and strengthening safety measures to shape aviation’s future impact globally. It also addresses emerging challenges in the rapidly evolving aerospace sector.
“Safe Skies, Sustainable Future”
The Strategic Plan, themed “Safe Skies, Sustainable Future,” presents three core goals for the next quarter-century that will fundamentally transform international aviation. These objectives reflect both current industry challenges and future aspirations for global air transportation.

Eliminating Aviation-Related Fatalities
First, eliminating all aviation-related fatalities, whether from accidents or unlawful interference. This zero-fatality target represents an unprecedented commitment to safety in commercial aviation.
Carbon Neutrality
Second, achieving carbon neutrality in international civil aviation by 2050, aligning with global climate action initiatives.
Positioning Aviation in Global Transportation
Third, developing aviation into a key component of global transportation that’s connected, accessible, and affordable for everyone, while supporting economic growth and including all nations in the benefits of air travel.

Air Travel in Post-Pandemic Era
Air travel continues to surge past pre-pandemic numbers, highlighting the urgent need for comprehensive planning. Experts project passenger numbers will jump from 4.6 billion in 2024 to 12.4 billion by 2050, nearly tripling current traffic levels.
The Strategic Plan addresses both opportunities and challenges from this massive growth, along with emerging technological advances.
It builds on ICAO’s established leadership in aviation law, planning, standardization, and policy development. The plan also tackles crucial challenges like climate change, technological innovation, and infrastructure needs across diverse global regions.

ICAO Comments
ICAO Council President Salvatore Sciacchitano endorsed the plan after its council approval last month, stating, “This Strategic Plan reflects our shared vision for aviation’s future.”
“It charts a course where aviation continues to drive global connectivity, economic growth, and cultural exchange through sustainable and inclusive development.”
“Together with our Member States, we are building an aviation system that serves everyone, regardless of geographic or economic circumstances.”
Secretary General Juan Carlos Salazar emphasized the plan’s practical approach: “This Strategic Plan is a commitment to ICAO’s highest aspirations and our practical determination to achieve them.”
“As we face unprecedented growth and transformation in our sector, we are setting ambitious yet achievable goals that will shape aviation’s future while ensuring no country is left behind. Our focus remains on implementable solutions that benefit the entire global aviation community.”
Six Year Review
ICAO will review and update the plan every six years to maintain its relevance and effectiveness. These regular updates will help align aviation needs with UN Sustainable Development Goals (SDGs) and incorporate emerging challenges, opportunities, and industry best practices in response to rapid technological advancement and changing market demands.
Marking 80 Years of Aviation Excellence
As ICAO celebrated its 80th anniversary on December 7, 2024, this plan reaffirms its mission to connect the world safely, securely, and sustainably.
The strategy embraces technology’s transformative potential while ensuring equal benefits for all Member States, setting a new standard for international aviation cooperation and development.
