The General Civil Aviation Agency (GCAA) has greenlit a plan to convert the Abu Dhabi Cruise Terminal helipad into a cutting-edge hybrid heliport.
This facility will support both traditional helicopters and electric vertical takeoff and landing (eVTOL) aircraft, marking a significant step toward advanced air mobility in the UAE.
Archer Aviation (NYSE: ACHR), in partnership with Falcon Aviation, is leading the project with close oversight from the GCAA. Once completed, this site will become Abu Dhabi’s first hybrid heliport, designed for early commercial air taxi operations.
It will also form a key part of Archer’s broader UAE infrastructure network, with Abu Dhabi Aviation (ADA) slated to kick off operations.
Hybrid Heliports: Leading the World
The GCAA has taken a global lead by establishing the first regulatory framework for hybrid heliports. This pioneering set of standards ensures safe and efficient operations for both helicopters and eVTOLs on a single platform.
Following industry input, the GCAA aims to finalize these regulations by July 2025, paving the way for seamless integration of advanced air mobility into existing aviation systems.

Repurposing Existing Heliports
Archer’s plan involves upgrading the existing helipad with eVTOL-compatible charging stations and enhanced safety and landing systems.
By repurposing an established facility, the project leverages existing airspace rules, zoning, and infrastructure, saving both time and costs compared to building a new vertiport from scratch.
The Cruise Terminal’s prime location makes it an ideal choice for this transformation. Welcoming over 650,000 visitors annually, the port serves as a gateway to Abu Dhabi’s top attractions. These include the Louvre Abu Dhabi, the upcoming Saadiyat Cultural District, and the scenic Corniche.
This hybrid heliport will enhance accessibility for tourists while supporting the UAE’s vision for sustainable, high-tech transport.

Aqeel Al Zarouni, Assistant Director General of the GCAA’s Aviation Safety Affairs Sector, added further comment. “By creating the world’s first regulatory standards for hybrid infrastructure, we’re positioning the UAE as a global aviation innovator.”

Archer’s CEO, Adam Goldstein, explained the advantage of upgrading existing aviation assets. “This approach lets us move quickly and safely, preparing critical infrastructure for our commercial launch. Our success stems from strong partnerships with the GCAA, ADIO, and our local operators,” he said.
Captain Ramandeep Oberoi, CEO of Falcon Aviation Services, highlighted the heliport’s role as a tourism hub.

Dubai-based Air Synapsis, a specialist in heliport and vertiport design, contributed to the project by providing apron and airspace design expertise.
